Scott Allen has been a local government planner for 17 years, of which the last 9 have been in Blue Springs. Mr. Allen has a Bachelor's Degree in Political Science, with a Minor in Environmental Studies, from St. Olaf College (MN), and is completing a Master’s Degree in Community and Economic Development from Penn State University.

Scott spent the first several years of his career as a natural resources planner for county governments in the Minneapolis-St. Paul metropolitan area, and later transitioning to city planning in Wisconsin. From there, he moved to Blue Springs to become the Long Range Planner for the City, transitioning to the Community Development Director position in Summer 2006. Scott is a member of the American Planning Association, the American Institute of Certified Planners, and the Urban Land Institute.
