The City of Blue Springs has a number of advisory boards and commissions comprised of volunteers from within the community who serve without compensation.
Generally, these boards and commissions make recommendations to the Mayor and City Council regarding actions and policies affecting municipal government, City departments and the community. Citizens who desire to serve on a City board or commission may apply by completing an application form or contacting the Mayor's office at City Hall, 903 W Main Street, (816) 228-0110. The Blue Springs Magazine is a quarterly publication mailed to residents of Blue Springs. Citizens living outside the city limits may also request to receive the magazine by emailing City Communications at communications@bluespringsgov.com. The Independence Housing Authority serves all of Jackson County, including Blue Springs. Please contact the Independence Housing Authority (IHA) at (816) 836-9200. They are located at 210 S. Pleasant, Independence, MO 64050. Currently, IHA is only accepting applications for Public Housing. The Section 8 waiting list is currently closed.

Currently the City of Blue Springs does not offer curbside recycling services. However, there are several other recycling options available to Blue Springs Residents.

The City of Blue Springs does not have a franchise agreement for residential or commercial trash hauling services. Residents and Businesses are responsible for retaining their own trash services. Local service providers can be found in the yellow-pages under Trash Hauling.

CYOU - Bike Patrol Unit
|
|
The BSPD Bike Patrol Unit originated in 1997 with four officers and two bikes. Currently the team has 10 certified Bike Officers and each has an assigned patrol bike.
|
|
|
All Bike Officers are certified police cyclists through International Police Mountain Bike Association (IPMBA.) The course consists of five days of specialized instruction in learning special skills such as balance, obstacle avoidance, dismounts, curb and stair ascends and descends, special patrol techniques, road and group riding, nutrition and bike maintenance.
|
|

The Bike Patrol Unit operates nine months of the year, but is capable of riding in nearly all weather conditions. Bike Officers can perform most of duties than an officer in a patrol car can perform and in some cases, duties than an officer in a patrol car cannot. Other Bike Unit activities include patrols at special events such as the Fall Fun Fest, high school sporting events, participation in parades, bike safety events, Bike Rodeos, and other community presentations on request.

CYOU - Boot Camp Leadership Challenge
|

Any youth who will be entering the 8th grade the following fall school year begins and up to the age of 18 can participate.

The cost to attend the Leadership Challenge Camp is $110.00 per youth but, after a youth successfully graduates the Camp and, if he or she goes the whole year to the next Camp start date without further behavior or discipline issues, they may attend the next year for free.

The Leadership Challenge Camp lasts five days, from 8:00 am - 5:00 pm and is usually during mid to late July.

CYOU - Crisis Assistance Program
|
|
The Crisis Assistance Program offers short-term counseling by licensed counselors for youths and families living in Blue Springs, or attending a school in the Blue Springs School District.

The counselors can work with youth and families on a wide variety of issues such as behavior problems, grief and loss issues, depression, eating disorders, self-harm, drug and alcohol issues, anxiety, and other family problems.

CYOU - DARE
|
|
The DARE program is a 14-week program detailing the perils of "Gateway Drugs" (alcohol, tobacco, and marijuana) and also covers other issues such as developing decision making skills, handling peer pressure, being a good friend, and resisting media advertisements or articles that promote alcohol, tobacco, or illicit drug use. The students attend sessions one day each week during their regular school day.

All fifth-grade students in the Blue Springs School District are offered the DARE program. Currently, that includes the elementary schools in the communities of Lee's Summit and Independence.

CYOU - National Night Out
|

Franchise taxes or fees are payments received from electric, gas, telephone and cable providers within the city limits. The payments are made in exchange for each company's use of public right of way to conduct their business in the City. Franchise fees are used to pay for the general operations of the City and help offset the need for property taxes. The City of Blue Springs charges each of these companies a fee of five percent for use of City right-of-ways. The utility companies have, in turn, received approval from the Missouri Public Service Commission to pass these fees on to their customers.

GIS - Mapping

Geographic Information Systems (GIS) are systems of hardware, software, and procedures to facilitate the management, manipulation, analysis, modeling, representation, and visualization of geo-referenced data to solve complex problems regarding the planning and management of resources. It is the ability to produce a map image that sets GIS apart from other database systems. Perhaps more simply, a GIS gives you tools to answer questions about a location (geographic information). You can combine layers of information stored in a database that may include addresses, aerial photographs, dates, and other numerical values.

Both GIS and traditional maps represent the real world. One way of thinking about it is that the GIS is the data while the map is the picture. The end result of GIS analysis is often a map, or cartographic output, but it is only one of many output types. Once created, a traditional map cannot be changed. However, as an integrated system, a GIS allows users to ask new questions of a database and visualize answers.

The cost for obtaining a drivers permit is $3.50 The cost for renewing or obtaining other licenses varies, depending on the class of license, and ranges from $10-20 for a regular driver's license, and from $45-95 for a CDL (depending on the level of testing needed).
