Comprehensive Plan Update

The Comprehensive Plan and Unified Development Code updates are off and running.  Recent economic and development trends include “green” or “sustainable” development, more compact residential development, “form–based” codes, and cautious investment have created a very different environment within today’s communities.

These economic and development activities give rise to a new approach to Blue Springs' comprehensive planning efforts. Recent national comprehensive planning efforts focus on addressing the need to balance environment, economy, and social issues in a way that makes communities attractive to businesses, residents and visitors. Our goal in updating the comprehensive plan is to bring this approach to our long-range planning efforts.

Similarly the City’s Unified Development Code (UDC) includes zoning and design requirements that need to be updated in conjunction with the Comprehensive Plan. 

Through this process, we plan to enhance the clarity of our codes and simplify the development process.

Why Update the Comprehensive Plan?

Many people ask “Why update the Comprehensive Plan?” One reason is that the City’s Charter requires that the Comprehensive Plan be updated every 5 years in order to address changes and trends that occur over time. But equally important is that Blue Springs plans for people. People need a safe and secure place to live, an economy that provides jobs, multiple ways to get around, schools and colleges, and recreational opportunities.

It is the local government’s responsibility to provide public services and facilities, develop policies, and adopt regulations to guide the growth of a city that meets the needs of the community. The Comprehensive Plan is the City of Blue Springs’ guide for growth and development.

Status Update February 2014

The Draft Comprehensive Plan was submitted to the Planning Commission for review at their regularly scheduled meeting of May 28th.  A presentation and discussion were provided at this meeting after which the Commission were requested to provide comments to City staff by Friday, June 13th.  The Final Comprehensive Plan will be presented to the City Council on June 16th, and then go before the Planning Commission for adoption on June 23rd.
