The Area Plan is a required outcome of two City Council Resolutions (Resolutions No. 33-2003 and 34-2003, August 2003) that designated “Intent to Annex” areas within the City’s future growth areas.
The Area Plan, also and often referred to as Sub-Area Plan or Area Services Plan, provides specific guidance on the establishment of future uses in the subject areas consistent with the direction of the City of Blue Springs’ 2003 Comprehensive Plan
, and specifically outlined in the Comprehensive Plan’s “Growth Phase Areas.” The intent of the Area Plan is also to encourage master planning of specific areas while ensuring compatibility between proposed and existing land uses and character of the area.
A Citizens Advisory Committee (CAC) and a Technical Advisory Committee
(TAC) have been established by the City prior to the commencement of work. Under the guidance of the project team, the CAC and TAC will assist with the development of the Area Plan focus and goals. The land use planning tenets of Traditional Neighborhood Design (TND)

, and Smart Growth
are strategies and goals the City perceives to be integral to the final development and anticipated implementation of the Area Plan.
