2008 Voter-Approved Bond Issues
In August 2008, the City saw the successful passage of two bond issues for street issues for street and sewer improvements. Question 1 authorized the use of a $35 million revenue bond for improvements to be made to the City’s sewer facilities in order to meet mandated environmental regulations and to take advantage of low-interest state financing.
Question 2 authorized the issuance of $28 million in general obligation “No Tax Increase” bonds for selected road and intersection improvements. The two bond issues were passed with significant voter approval, 84% for sewer expansion and 80% for street improvements. The passage of the two bond issues was a significant milestone for Blue Springs, as it was the most successful passage of a bond in the City’s history and further, will allow Blue Springs to continue planning and positioning itself for future growth opportunities.

City voters approved the issuance of $28 million in general obligation bonds for road and intersection improvements including:
- Widening of Woods Chapel Road
- Duncan Road at Woods Chapel Road/R.D. Mize Road intersection
- Extension of Moreland School Road to Liggett Road
- Colbern Road and Highway 7 intersection
