Request for a Qualifications - Sanitary Sewer Modeling Project
The City of Blue Springs, Missouri, is seeking qualifications from qualified firms for professional engineering services regarding the City of Blue Springs Sanitary Sewer Modeling project.  The current model utilizes software that is outdated and unsupported.

To be considered, firms must have substantial experience.  Firms may obtain a copy of the Request for Qualifications at the Engineering Department, in the duplex behind City Hall, may call 816/228-0121 or online at www.bluespringsgov.com. Invitation to Bid - General Construction Work for the Sni-A-Bar WWTP Sludge Removal Project - Project No. 14-05-01
Sealed bids will be received at the Blue Springs City Hall, the Director of Public Works office, 903 W. Main Street, Blue Springs, Missouri located in the duplex directly north of City Hall until 2:00 PM, on August 19, 2014, for the Sni-A-Bar WWTP Sludge Removal Project, Project No. 14-054-01. At said time, and promptly thereafter, all bids that have been duly received will be publicly opened and read aloud in the East Conference Room at City Hall. There shall be a Pre-Bid Conference scheduled for 2:00 PM, July 29, 2014 in the East Conference Room at City Hall. Attendance is mandatory for the general contractor and shall be a qualification for bid submittal. Subcontractors are welcome to attend these meetings. The project is tentatively scheduled to be awarded on September 15, 2014.

Project Description: This project involves the removal and disposal of 5,250 dry tons of digested sludge from Sludge Lagoons #1 and #2 located at the City of Blue Springs Sni-A-Bar WWTP. Removal/disposal methods shall be as selected by Contractor and shall include disposal by land application or transfer to an approved disposal facility.

Each bid shall be accompanied by a certified check, made payable to the CITY OF BLUE SPRINGS in an amount not less than five percent (5%) of the total bid or by a bond with an Incorporated Surety licensed to do business in the State of Missouri in the sum of five percent (5%) of the total bid, which may be retained by the Owner until the Contract for the project shall have been executed. Bid Checks will be returned to the unsuccessful bidders when their bids are rejected. Bid check of the successful bidder shall be retained until a satisfactory Performance, Maintenance and Payment Bond, in an amount equal to 100 percent (100%) of the Contract, shall have been furnished.

Wage rates paid on construction work for this project shall be at least equal to the Missouri Department of Labor and Industrial Relations Annual Wage Order, AWO 21, dated June 27, 2014.

The City of Blue Springs, Missouri reserves the right to award the contract by sections, to reject any or all bids, and to waive any informalities or irregularities therein. The City of Blue Springs hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids without discrimination, regardless of race, color, or national origin in consideration for any award. All bidders are also notified that as a condition for contract award documentation proving “their enrollment and participation in a federal work authorization program” such as E-verify must be submitted to the City. Main Street, Blue Springs, Missouri located in brick duplex north of City Hall until 2:00PM Wednesday, June 18, 2014, for the Woods Chapel Road Improvements from NW Castle Drive to Walnut Street, Jackson County STP-1200 (405). At said time, and promptly thereafter, all bids that have been duly received will be publicly opened and read aloud in the East Conference Room at City Hall. There shall be a Pre-Bid Conference Wednesday, June 11, 2014 at 2:00PM in the TranSystems Corporation offices at 2400 Pershing Road, Suite 400 Kansas City, Missouri 64108.  Attendance is mandatory for the general contractor and shall be a qualification for bid submittal. Subcontractors are welcome.  The project is tentatively scheduled to be awarded on Monday, July 21, 2014.

Project Description: This project involves grading, paving, asphalt, storm sewer, pavement marking, signing, landscaping, sodding and basic street lighting.   

Copies of the drawings, specifications, and other proposed contract documents are on file at the public plan room by contacting InDOX, on or after May 19, 2014 at 12:00 P.M.  For access assistance, please contact InDOX directly at toll-free 1-800-886-5959 or 314-633-4800. (www.indoxservices.com.)  This information will be posted on-line for bidders and subcontractors convenience.  The deposit of $100.00 plus shipping will be non-refundable.  Bidders must fill out the on-line registration to request sets of plans and specifications, AND TO RECEIVE ADDENDA.

A prime contractor must have a fully responsive contractor questionnaire on file with the Missouri Highways and Transportation Commission (MHTC) at least (7) days prior to bid opening date and the DBE sub-contractors must be on the MRCC DBE directory prior to bidding. Prime shall perform with its own organization, contract work amounting to not less than 30% of the total original contract price. Prime contractor shall not be ineligible from participation in Federal programs; all contractors must be registered in the Federal Database for contract work, Central Contractor Registration (www.ccr.gov). U.S. General Services Administration.

Wage rates paid on construction work for this project shall be the higher of either the Davis-Bacon Federal Wage Rates and HUD 4010, Federal Labor Standards or General Wage Order Prevailing Wage Rates.

Contractors and sub-contractors who sign a contract to work on public works project provide a 10-Hour OSHA construction safety program, or similar program approved by the Department of Labor and Industrial Relations, to be completed by their on-site employees within sixty (60) days of beginning work on the construction project.

The Owner reserves the right to accept the Bid Proposal which, in the judgment of the Owner, is the “lowest, responsive and responsible bid” and to waive irregularities in any of the Bid Proposals.  The City of Blue Springs hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, businesses owned and controlled by socially and economically disadvantaged individuals will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry, or national origin in consideration for an award.  For firms owned and controlled by socially and economically disadvantaged individuals, the monetary value of work to be awarded is 14% of the total contract price.  All disadvantaged business enterprises to be used on this project must be certified and contained in the MoDOT Disadvantaged Business (DBE) Directory (refer to 49 CFR Part 26).  All bidders are also notified that as a condition for contract award documentation proving “their enrollment and participation in a federal work authorization program” such as E-verify must be submitted to the City.  No bidder may withdraw his bid within 60 days after the actual date of the opening thereof.


Invitation to Bid for City Police Vehicles
The City of Blue Springs will accept separate sealed bids from qualified persons or firms interested in providing police vehicles to the police department.  We will be purchasing multiple vehicles.

Bid documents are available by contacting the front desk of the Public Safety Administration (temporary location) at 321 SE Grace Circle.  Sealed bids must be received by noon on July 10, 2014, so they can be opened at the temporary location of the Public Safety Administration on July 10, 2014, at 1:00 p.m.  Please mark your envelope “Police Car Bid c/o Lt. John Kingsolver” and return to the temporary location or mail to: Blue Springs Police Department, 1100 SW Smith Street, Blue Springs, MO 64015.  You need not be present at the time of the bid opening, you will be notified of the results.
