What is a Feasibility Study?

In November 2012, the City Council and Park Commission kicked off a feasibility study for a new community center/natatorium. SFS Architecture partnering with Barker Rinker Seacat Architecture (BRS) was selected to conduct the study.

The Community Center Feasibility Study examined options related to size, amenities, programming and community support.  The Feasibility Study process consisted of several meetings involving a steering committee, city staff, community center experts, multiple public meetings and survey results.

On Monday, April 29 the final report was presented to the City Council.  This report includes market analysis, construction cost estimates, projected operating expenses and facility location and building renderings.

The study examined many potential sites in Blue Springs including existing facilities and undeveloped sites.  Each of the sites were evaluated for their general physical characteristics, location and accessibility. The search was narrowed to two sites; White Oak Plaza and undeveloped city-owned land near the Missouri Innovation Park along Adams Dairy Parkway.

After careful analysis, the preferred site that best meets the community center’s needs is the undeveloped land near the Missouri Innovation Park.  The undeveloped land offers room for outdoor space, access to trails and reduces the overall estimated project cost by up to 30% over the White Oak Plaza location.

The proposed facility is approximately 85,000 square feet and capable of accommodating the amenities prioritized in the feasibility study process.  Data, program/design recommendations and cost scenarios are based on evaluations of similar facilities and recreation industry standards.
